Concessional Licensing
Concessional vehicle licensing is available to the financial members of motoring clubs approved by the Department of Transport: for unmodified vehicles over 25 years of age under the Veteran, Vintage, Post Vintage and Invitational (‘Code 404’) Scheme; or for vehicles built prior to 1990 and street rods under the Concession for Classics (‘C4C’) Scheme.
The Code 404 Information Handbook (downloadable from this website) and the C4C Code of Conduct (downloadable from the Department of Transport website) detail the terms and vehicle use conditions for these Schemes respectively.
The Council (and its predecessor the Combined Car Clubs of WA) has worked with the Department of Transport over many years to develop, review and revise the Code 404 Handbook and continues to do so on behalf of all approved motoring clubs.

Code 404 Scheme
Scheme Objectives
The objectives of the Veteran/Vintage/Post Vintage/Invitation Class Vehicle License Concession (‘Code 404’) scheme are:
to encourage the restoration and preservation of historic vehicles, being vehicles no less than 25 years old; and
to maintain the manufacturer’s original specification of historic vehicles.
Scheme Requirements
The key principle of the Code 404 scheme is that the vehicle is not used for general transport or commuting, with use of the vehicle being restricted to:
any recorded event organized by an approved Club;
an impromptu event involving one or more vehicles over a one day period which is recorded in the approved Club’s ‘Run Log’;
rallies organized by approved historic motoring clubs;
closed road processions;
being exhibited in displays, fetes and similar functions for religious, charitable or educational purposes;
ceremonial purposes involving immediate family members, subject to Club approval and recording;
preparing for, proceeding to, and returning from these activities;
travel in order to have the vehicle repaired; and
road testing within a 30km radius of the place of garaging or repair.
Owners of vehicles licensed with a 404 concession code are solely responsible for maintaining their vehicle in an original unmodified condition
and remaining a financial member of a Department of Transport (DoT) approved motoring club in order to be eligible for the concession.

Code 404 Concessional License Information Handbook
Applying for a Code 404 Concession
Prior to making an application to the DoT for a Code 404 Concession, vehicle owners are required to obtain a “Certification of Financial Membership and Vehicle Compliance” (CMC1) form. The CMC1 form must be completed by an authorized representative of a DoT approved motoring club to confirm that the owner is a financial member and to provide membership details. A knowledgeable person authorized by the club must also sign a declaration stating that the vehicle is in an unmodified condition. This form is attached below and is otherwise available from the member’s club.
The vehicle owner must then complete the DoT ‘Vintage/Veteran/Post Vintage/Invitation Class Vehicle License Concession Application’ form (E81) and lodge it along with supporting documentation at a DoT Driver and Vehicle Services (DVS) centre or regional agent (refer to www.transport.wa.gov.au/licensing/visit-a-licensing-centre-or-agent.asp for locations).
The two-sided E81 form contains a declaration under the provisions of the Road Traffic (Administration) Act 2008 by the vehicle owner and is attached below, or otherwise is available from the DoT website www.transport.wa.gov.au as an editable pdf file or obtained as a paper copy at a DVS Centre or regional agent. (It is prudent to sign the declaration in front of the counter staff person, even though this is not stated as a requirement on the form.)
Supporting Documents
The supporting documentation required will depend on whether the vehicle is licensed or unlicensed.
Licensed vehicle
For the owner of a vehicle on a full license wishing to change to a Code 404 Concessional licence, the following documentation is required to be presented at a DoT Driver and Vehicle Services licensing centre:

Certification of Financial Membership and Vehicle Compliance form (CMC1)
Current vehicle license papers
Proof of vehicle owner’s identity
If the ownership of a Code 404 concessionally licensed vehicle is being transferred to a financial member of an approved club (ie. the vehicle has been sold to an owner wishing to maintain the concessional licence), the following documentation is required to be presented at a Driver and Vehicle Services licensing centre:
Certification of Financial Membership and Vehicle Compliance form (CMC1)
Current vehicle license papers
Proof of vehicle owner’s identity
DoT Notification of Change of Ownership form (MR9) signed by both seller and purchaser

Unlicensed vehicle
An unlicensed vehicle must first be examined for roadworthiness at an Authorized Inspection Station and a Certification of Inspection (VL1) form issued. (Note that a club AIS cannot inspect post-ADR imported vehicles for initial licensing.)
The following documentation is then required to be presented at a Driver and Vehicle Services licensing centre:

E81 Vehicle Licence Concession Application (404 Concession code)
The mandatory ‘HISTORIC’ descriptive plate identifiers required for all Code 404 licensed vehicles are available from the CMC or the Motor Museum of WA for a small cost.
C4C Scheme
The Concession for Classics scheme (C4C) is a voluntary concession which is available to owners of eligible street rods and all vehicles manufactured prior to 1990.
The scheme provides a:
75% reduction on the license fee component of the vehicle license and motor injury insurance policy (renewal);
significant reduction in motor injury insurance premiums;
maximum of 90 days vehicle use per calendar year, being up to 60 days to participate in approved motoring club events; and up to 30 days for personal use (includes road testing, repair and maintenance);
requirement for vehicle owners to record vehicle use prior to commencing each journey in a log book (paper based or electronic);
requirement to display the identifier of ‘Restricted Use’ affixed above or below the vehicle’s number plate(s) identifying that the vehicle has restricted road use.
Note that dutiable value is payable when a vehicle is licensed or its license is transferred.
To be eligible for the scheme the following criteria must be met:
The vehicle must be a light vehicle e.g. GVM equal to or less than 4,500 kg and must be a street rod as defined in the National Guidelines for the Construction and Modification of Street Rods in Australia; or a vehicle manufactured prior to 1990.
The vehicle licence holder must be a financial member of a DoT approved motoring club, in their own right.
Vehicles licensed in the name of a DoT approved motoring club or association are also entitled to the concession.
All vehicle types complying with the weight limit are eligible for concession including cars, motorbikes, trailers and caravans and street rods.

Applying for a C4C Concession
Applicants for a C4C concessional vehicle license must submit a DoT Concessions for Classics Scheme form (E116) for each vehicle they wish to apply the concession to, ensuring that the Motoring Club declaration has been completed by an authorized officer of the approved club. Form E116 is attached below or can be downloaded from the DoT website as an editable pdf file.
The Concessions for Classics Scheme is only available for licensed vehicles. If the vehicle is unlicensed refer to License a vehicle in Western Australia.
